U.S. tariffs of 50 per cent on $28 billion of Canadian goods took effect just after midnight after three days of talks failed. U.S. Trade Representative Jamieson Greer announced the collapse less than an hour before the deadline, saying Canada "declined to finalize." Prime Minister Mark Carney said the U.S. "asked for too much and offered too little," and said Canada's dollar-for-dollar retaliation begins Sept. 8.
